That's...interesting. I would recommend contacting your reseller and opening a support case.
However, our records show you're running Avante, so you don't need a Workflow license. Your Workflow server will consider itself license once it connects to a repository on an Avante Laserfiche Server. So...is your Workflow Server fully configured? If you check the Configuration Wizard, does it show any warning messages or is it all green? If you look in the Workflow Admin Console and open the Subscriver Trace, does it show a tab for your repository? Any warnings there?

There might be more information in the subscriber error log under Monitoring (in the Admin Console).
Probably the easiest way to clear things up would be removing your monitored repository and adding it back in.
