catalog upgrade.exe-unable to locate component

On a Windows 2008 SP2 server performing an LF upgrade from 8.3 to 10.1 receive error during catalog upgrade.

Error-

CatalogUpgrade.exe - Unable to Locate Component - This application has failed to start because api-ms-win-crt-runtime-l1-1-0.dll was not found
 

How do I rectify this?

Make sure that all Windows Updates have been installed. Reboot as necessary. Also make sure that this MS Update is installed. Then try again.
