I have files that are created from a camera with a future time/date and its unable to import with Import Agent. Is this a bug or working as intended?

May need a little more info. Do you manually transfer the files from the camera to the location Import Agent is monitoring? What type of file is it? Can you get a file of the same type not taken from the camera and does it import? I don't believe Import Agent has the ability to access the file properties. It sounds more like an extension issue. Whats the extension filter in your profile?

Import Agent checks the local server time against the file creation/modification date to determine when and which files to import. It correlates with the settings under Profile > Options > Advanced.
Why is the camera creating images with a future date/time? Are you able to adjust the date/time in the camera so that the images created corresponds to the date/time of the Import Agent server?

Since there are many users who will be importing that use their own cameras, so I am unable control each individual settings. Is there a way to by pass this or is it by design?

They could possibly install Import Agent on a different machine and set the date of the machine to the future date that would allow the documents/images to be imported as scheduled.
The team is looking to address this in the next version.

Files that have a creation date in the future and that are copied into the monitored folder can now be imported. The fix is included in the released Import Agent 10.
