When you purchase a Forms server license you can install as many forms servers as you want. since each person using forms has to login, they can login on any server (assuming that form has that user set on the security).

Forms portal is per machine, but when you have a Forms Portal license for one machine you can install regular forms on as many other machines as you want. The only restriction is that users on yoru test machines will need Laserfiche licenses, as if you had normal forms.
