installing LF Client 9.2.1 on a Windows 8.1 PC - Installation error

I tried to install LF Client on a computer with Windows 8.1. The install fails and I get a .NET Framework 3.5 installation error. MS Support suggests that the Group Policy settings be changed. Does anyone have any insight for this? Thanks.

.Net 3.5 is a Windows component in Windows 8 and higher. So the Laserfiche installer can't install it as a pre-requisite like it did in previous versions of Windows. Windows 8.1 and higher does have a group policy that prevents the operating system from downloading the files needed when you try to installing .Net 3.5 from Control Panel\Programs and Features. So the steps recommended by Microsoft Support are the only way to get it installed.
