Access rights: Apply annotation but not delete

I am trying to allow users the access to apply annotations but not remove them. Is this possible? I cannot find a combination of rights to make this work.

The Annotate access right allows users to add, modify, and remove annotations, so that's not possible to set directly. However, there are a couple of workaround options outlined here.
