Could not set users claims and attributes: Access denied

When registering new users on LFDS we seem to receive the following error:

Could not set users claims and attributes: Access denied

what could this be referring to?

"Claims and attributes" refers to information such as supervisor and email address. This error implies that the credentials used when adding the users have insufficient rights either to read the claims from your ID Providor (such as Windows AD) or insufficient rights in LFDS to write the claims.
