Remove ability to remove a document from a folder in the repository

The client has LF v. 9.2 installed, and would like to grant their users full access to work with the documents within the repository, but specifically restrict their ability to move the document from one folder to another at the same level in the same repository.

Is there any way to accomplish this?

If not, are there any suggested best practices for preventing users from accidentally moving a document to a different folder? This is a consistent problem for this client.

The best way I've ever dealt with this is to use workflows and metadata to determine the location of the document. If someone moves xyz template to another location without changing the metadata, a workflow senses that it changed and refiles it according to it's metadata and "Voila!" - it's back where it should be.

There is also the Move Entry feature right, which enables users to move folders, objects between folders, and pages between documents. If you go into the Administration Console, you can take that ability away from the Users or Groups of interest. A caveat is that doing so will remove their ability to move any entry, regardless of place within the folder hierarchy.

Try the settings on the attached, which worked for me in my Business Processes folder.  Documents in there folders were not to be moved, as they were part of an automated business process.
