Unable to Register Repository in Workflow Repository Manager

I am attempting to add a monitored repository using the Workflow Repository Manager on our Workflow server. Only two repositories are listed. However, when I attempt to add a new repository I receive an error, "The repository xx-xx has already been registered. [0636-WF1]." How do I attach the repository if it is not available in the listed repositories?

That's what i figured. Copies of repositories have the same unique identifier, so Workflow thinks it's the same repository. You can try running this tool on the repository to change its ID.

Is the Test-HumanResources repository a copy of the HumanResources repository? Maybe registered to a different Laserfiche Server?

It is a copy of the Human Resources repository, and it is on a different server.
