After looking over these standards, it seems it will all come down to implementation for the client in order to maintain these standards. Laserfiche provides a great base for this and you should be able to support the needs.

Complying with these standards will come down to how you implement this so I would highly recommend looking over these standards in high levels of detail to make sure you understand the best way to set up the repository and its security for the client.
