The School Board is getting some pushback from potential document management bidders on their Special Education department regarding DOD 5015.2. We are the preferred vendor at this point with a Rio submission.

 

However, other vendors are starting to put doubt in their minds regarding RFP’s requirement for DOD 5015.2 certification. Is DOD 5015.2 current? Has it been replaced with another standard?

Below is the link to current certified developers with the DoD5015.2 certification . Below are some key points to the relevance of RFP requirement’s justification as well as the tasks and level of commitment a software developer in our space must undergo to achieve and maintain it.

·       DoD 5015.2 is considered the US gold standard for electronic records management required by ALL branches of the federal government looking to utilize a solution like Laserfiche. We also have the VERS certification that is recognized internationally with similar requirements.

·       The requirements of the certification are meant to ensure integrity, security and preservation of digitally archived records agreed upon by all facets of the US Federal Government

·       The Joint Interoperability Test Command (JITC) is the branch of the DoD that manages these standards as well as engages in a bi-annual audit and review of the incremental and major released versions of the software developers

·       Every 2 years there is a representative from the JITC that comes and conducts the audit and review.

·       Maintaining the 5015.2 standard also speaks volumes to the level of commitment and quality invested into the development of their solution ,awareness and attention to detail related to public sector agency’s requirements revolving around digital records management.

·       Aside from functionality comparisons it also important to keep in mind the requirements are also meant to address security and accessibility concerns that may revolve around the various record types whether it be scenarios of both public or private/classified records. The DoD 5015.2 requirements and audit do involve specific exercises that tests the software developer’s ability to meet Federal classification/confidentiality requirements. This can range from access restriction to auditability of a record in question.
