Suddenly all our customers do not have any activation keys. Only installation codes.

When I use the installation code to start an installation, it takes it and begins the installation only to ask me for an Activation Key as well. Now these services that are being upgraded are already activated and working without issue. So why are we prompted for an activation key when the keys have all been replaced with only a single code?
I have to cancel today's installation because of this change.
