I have several years using Laserfiche with around 30 licenses. This year I want to reduce the quantity of licenses but local providers say this is perpetual and I can not reduce the quantity. Is this correct?

If you are using perpetual licensing, then yes. You have paid for those licenses. If you were able to reduce the number of licenses you pay support on, it would not know which users should be or shouldn't be supported, so in my experience they have taken an all or nothing approach.
There is a formal process to remove perpetual licenses ("product downgrade/removal") that involves some paperwork and verification of updating the product license to remove the unused user/component licenses. It's not common, but a process does exist.
As Blake noted, you certainly can't just say "We're only using half the licenses so want to pay half the support."
