I'm looking for how to allow citizen users to ask for a Community User license and then auto-create the account and set basic security on that account.  It appears I can create the accounts in the repository with the SDK, but I don't see how to assign them a Community User license?  It also appears that Enterprise Identity Management is out since these users would not have SAML or AD attributes to compare to.  Looking for any documentation or guidance that would help with this process.  Use case is for a Land Bank Authority that doesn't want to administer 1,000's of accounts.  Thanks.
