Trying to apply participant licenses to users, but fails saying I don't have Licenses

Directory Server shows that I have participant licenses but when I try to apply the license to a user it says "Insufficient Licenses" 

 

 

 

The above image shows what happens when I try to apply Forms Authenticated participant License.

 

Any help would be appreciated.

From you screenshots, it looks like the Participant licenses are assigned to that particular instance of Forms so wouldn't be available for users directly within LFDS. Do any show as available on the main screen of LFDS (screenshot below).

Your options would be to re-license Forms without those users so you can assign them via LFDS (I think that's the best practice), or assign the license to the user from within Forms. My best guess on how to do that (I haven't set things up in this exact manner before) is to make sure that a) the user is in a group that has access to Forms and b) Forms authenticates through LFDS.

Pieter is correct:  if you assign licenses to a Forms instance, it means you plan to manage them within Forms, and they cannot be assigned to a user in Directory Server.

This method (assigning to the Forms server and managing forms authentication participant licenses on the Forms server) is no longer recommended.

As Pieter noted, if you create and license users in Directory Server, you must be using Directory Server for authentication in Forms (also known as SSO).

 

To free up the licenses so you can assign them within Directory Server, edit the Forms instance:

then go under "advanced options" and set forms participants to zero (and save):

 

Once you have created the user, make sure they belong to a Directory Server group. Then, when configuring authentication in Forms configuration, select that Directory Server group and any other groups of users that should have access to that Forms server.

It looks like you are using the "Organization" feature. If you allocate a number of licenses to an organization, it acts as a maximum for that organization.

 

You can see the limits here:

Viewing the Licenses tab for an individual organization will tell you the current limit (300 in this picture), the current number in use in this organization (here, Min 3) and the maximum you can set the limit to (here, Max 890).
