Deployment Toolkit Access to the path is denied

Trying to run the Deployment Toolkit 1.0.1 and I receive the following error after entering the various password:

I am logged into the server as myself and I am in the Administrators group on the computer. I have checked the security to the folder and file and it shows I have full permissions to it. What else should I be looking at?

Apparently a restart of the server fixed the issue.

Did you run the "Windows Powershell" as administrator? It will use the credential that runs the "Windows Powershell" to access the InstallConfig.json file.

Yes, I did. I am logged in as myself and I am in the Administrators groups on the local machine.
