In your Forms Configuration page, you can set up Forms to use SSL and require HTTPS connections. When that is set up, the process options links will reflect that.
If the above is what you are referring to this has been configured for the last three months.
Is there something else that might need configuring?
What version of Forms are you on? Try unchecking the use SSL checkbox, saving, then checking it again and saving. If your users are required to access Forms using https and the Forms server is set to use SSL, the process options links should reflect that. It's working for me in the latest version.

Did you access Forms with URL start with http or https? If you access Forms with http, then the link display on Process Options will be started with http as well. Forms added "HTTPS redirection" feature since Forms 10.3.1. With this option enabled, user will be redirect to HTTPS when they access Forms with http.
