Showing differently for READ ONLY users - first scenario has PDFs imported that do not show the logo or signature for READ ONLY users but do show for Admin users.  We want to see this information for auditors.

Desktop to windows difference - second scenario has PDFs imported that do not show any layers in the desktop client, but then reveal other layers not seen in the incoming PDF when viewed in the web client.  In this case we do not want those layers.
