Repository Users with No license able to access repository in 10.4.1?

I've run across something in 10.4.1 that seems odd. If I create a repository user and give them access rights to the repository and either/both the privileges Manage Trustees/Set Trustee Privileges even without a license this user is able to log into the repository and perform any activities within the repository that their access rights allows. Has anyone else experienced this?

See the following post. Basically, Laserfiche allows up to 2 concurrent sessions for unlicensed users who have the Manage Trustee privilege to support administrative functions.

I thought there was something I was missing regarding the Manage Trustee privilege, thanks for your response! What about the Set Trustee Privileges privilege?

I'm not sure, but it might apply to more than just Manage Trustee if you're seeing the same behavior. If the intent is to allow administration without licensing, then I can see it working the same way for several of the higher level privileges.
