I think for most people, the expectation is that if you choose to download a report, the downloaded file will resemble the report in question data-wise.  My VAR was surprised by this as well.  If you create a report in Forms, then click the download link (for further data manipulation, etc.) the downloaded report bears little resemblance to the original report.  For example:

This report, when downloaded, results in the attached Excel file.  The column names do not use the "friendly" names used in the main report.  In addition, the downloaded file contains... well... I wouldn't call it so much a wealth of information that wasn't part of the initial report, so much as a regurgitated mess.  For most users, the downloaded form will not be useful.
