So in my organization we have several departments and some departments would like to run reports on certain things for example: One Department would like to run a report on how many times this person has travelled. I know for full licence users they have access to reporting tools but can I grant access to an individual user to run a report that I created on the admin side?

There is a different user type meant specifically for this purpose: Process users. In addition to that description by Jared, this previous post talks about Process users and the fact that they can access reports etc.
You can talk to your reseller to learn more about this license type.

If you mean the reports tab in Forms, your best best would be a third party reporting tool like SSRS. Participants can only "participate" in the filling out of forms.
