Forms Essential upgrade to Forms Professional? (Avante and United)

I'm trying to upgrade from Avante Forms Essential to Avante Forms Professional on my dev/test server. I thought replacing the license file using the Activation Tool would suffice (since it seems to use the same install), but the Forms Pro features are still not available after switching the license.

Do I have to uninstall/reinstall Forms completely? What am I missing?

Also, in the future I'll be doing the same thing on prod, which is still on the United model. Is the United process the same?

For Forms 10.3.1 and below, you need to switch license files in your install directory. By default this is located at

C:\Program Files\Laserfiche\Laserfiche Forms\Forms\bin\

and you can replace the Essentials license with the Professional one. 

In Forms 10.4, we've moved the license location to 

C:\ProgramData\Laserfiche Forms\License

I had saved the new lf.licx file to the default location rather than replacing the old.
