Add Fields Above Tabs?

Is there a way when using tabs in a Form to have fields above the tabs so they will show no matter the tab that is currently selected?

We currently have this as a feature request. I've linked the similar Answers post below which has some ideas for a JS solution. I'll also add this Answers post to the request.
