I had another workflow that was firing.  So I added the Assign Rights to the workflow that was already being used and it IS triggering.  I am still unable to delete :(

I thought if you remove the Delete access I could add back with the assign rights to the initiator/owner.  Is the initiator the owner? :)  Maybe I shouldn't assume that.

Is there anything else I can look at?  If I add Delete to the group then all have access to delete all docs, owner or not...
