When upgrading LFS from 10.2.0 to 10.3.1, it is doing a fresh installation rather than upgrade. I need to relicense this installation as well. I wanted to confirm if this a normal behavior?

Upgrades that change the second digit (so 10.2.x to 10.3.x in your case) are generally deployed as Windows major upgrades. Under the hood, it actually uninstalls the old version and reinstalls the new version, and provides you with the full UI. This allows you to perform actions such as re-licensing your application (you want to ensure it's a 10.3 license instead of the prior 10.2 license, for example) and changing your installed feature selections. It also allows for more flexibility with changing the way the installation is performed from a development side.
Upgrades that change only the third digit (10.3.0 to 10.3.0) are Windows minor upgrades which simply patches the current installation with updated or new files.
