Do I need SDK license for using workflow Web Service

how to push document to Laserfiche via a  workflow Web Service using API

You do not need the SDK license to use the Workflow web service. But it's also probably not what you're looking for.

If the goal is to create documents in Laserfiche, Workflow does not have a web service that can do that. You can use SDK scripts in Workflow.

Thanks for your response Miruna. Actually, I wanted to know if I need LF workflow web service to get order information from client's program or just use httpwebrequest activity in  LF workflow for new order , order ready to ship and updating client's program/API for the shipped item.
