The requested service (ILicensingService) may not be running.

I just completed an upgrade of an Avante client from 10.2.1 to 10.3 and everything went fine until we upgraded Forms and attempted to access their FormsConfig page. We receive the following error: The requested service (ILicensingService) may not be running. [LFF3004-UnableToOpenServiceProxy]


I verified that the Forms Routing Service was started. I tried stopping the service and restarting it. I attempted to change the login information for the service. I redid the license manually. I even tried using different browsers and nothing seemed to work.

 

Has anyone seen something like this before? It almost seems like there may be a port conflict but I'm unsure.

I hate unanswered threads and also hate to respond to a thread that's 2 years old, but this continues to be an issue and I wasn't able to find any helpful hints or the proper solution.

 

Ran into this as I upgraded from 10.4.3 to 10.4.5.  No matter what I did, it still gave me the error. I ended up following this process:

 

  1. Backup the following files and locations for both the DMZ and Forms Server:
    • DMZ Server
      • %programfiles%\Laserfiche\Laserfiche Forms\Forms\Web.config
      • %programfiles%\Laserfiche\Laserfiche Forms\Config\Web.config
    • Forms Server
      • %programfiles(x86)%\Laserfiche\Laserfiche Notification\Service\Laserfiche.PushNotificationService.Master.Host.exe.config
      • %programfiles%\Laserfiche\Laserfiche Forms\Forms\Bin\RoutingEngineServiceHost.exe.config
      • %programfiles%\Laserfiche\Laserfiche Forms\Forms\Web.config
      • %programfiles%\Laserfiche\Laserfiche Forms\Config\Web.config
  2. Now uninstall Forms from both servers and delete those files (not the backed up ones, the ones in the %programfiles% area)
  3. Set Forms back up, it should populate the default web config files and the other two service configuration files
  4. At this point, both servers should be working and you should be able to access both the FormsConfig and Forms website - although /Forms will give you some error about not connected to database.
  5. Now go to each FormsConfig and register Forms to the Forms Database. Please note, that there's also another issue where you have to register Forms to a temporary Forms Database, then re-register it to the correct database for it to work correctly. I did not run into this when performing a new install but did run into it once when I opted to perform a repair/stand-in-place upgrade.
  6. After connecting Forms to the database, follow the whitepaper on setting up DMZ for Forms. Depending on your setup - you'd want to select the correct method to follow. Ref: https://support.laserfiche.com/resources/3481/hosting-laserfiche-forms-10-in-a-perimeter-network-dmz

 

The reason why you want to back up the old files above is in case you need to reference any of the Hostname settings or security settings that were set up.  There's something unique in the file that likely is changed every time forms is reconnected to the database and thus, breaking the connection.  I'd tried just reinstalling everything from scratch and just dropping the backed up files in their places - wouldn't work.

 

All-in-all, each time I upgrade or have to fix this - this was the only consistent process where I got it to work and the error to go away. It takes about 30 minutes for the entire process.

Hi Brian,

After you stop/start the routing service, can you check the event log Laserfiche -> Forms -> App -> Operational and see if there is log like:

Licensing WCF service stopped successfully.
Function: Routing engine onStop evt


Licensing WCF service started successfully.
Function: Routing engine onStart evt
 

Or is there any error related with starting routing service?

It looks like the Routing Service checks for a license, so if you change your license, it also needs to be restarted.

Why when I view services, do I not a see a service titled ILicensingService?

How can I troubleshoot a stopped service that doesn't exist in Windows?

Yes, we're getting few of those reported on the event logs. Do you know what its indicating?

These logs mean that Routing service licensing thread has stopped/started successfully, so the error you have seen should not happen.

If the licensing service has started successfully but you still saw the error, can you open a support case for the issue? Thanks.

We ran into the same issue when pointing a Forms instance on the DMZ to the internal (main) Forms instance. The port 8738 was open on the firewall, but the other end was "actively rejecting it" which means the thread wasn't running.

We rolled back the system and decided to stay on 10.2.1.

As far as I can tell, the DMZ configuration for Forms 10.3.1 is a lot more complex than 10.2.1, especially if you're using LFDS.

in my case I got the same error (The requested service (ILicensingService) may not be running. [LFF3004-UnableToOpenServiceProxy]) when I updated from Forms 10.4 to Forms 11 in my Windows 10 pc. I use this pc as a demo and tech service support pc for customers and is a all-in-one pc. i.e. everything Laserfiche is in this pc. 

I found that I had an old SQL Express server installed and Forms 11 requires now a minimum Microsoft SQL Server 2008, although the resto of LF11 suite could run on the old SQL server; i.e., Forms is the only component that couldn't cut it with the old sql server. I uninstalled Forms 11, and re-installed after updating SQL Express server to Microsoft SQL Server Express 2019. Problem solved!
