External URLs Help Page Shows 404 Error

When in the Admin Console going to Repository-> Repository Options-> Settings-> External URLs and then clicking the Help button, it shows a 404 error.

Here is the URL it is trying to go to.

This help link is still pointing to a non-existing page. We're trying to give a client information on what the External URLs tab in the Admin Console does and can't find anything specific about it. Can we get some guidance on this?
