Automating invoice approval and licensing

This may seem like an elementary question, but I am just starting out, so please forgive my ignorance...

If I am automating invoice approval, for instance, does the person I send to need a full/named user license to view the document and subsequently hit the 'approve' button?

To make any changes in the repository (change an approval field), the user must have a full license.

If in LF Forms, the user must have a full named license or a forms participant license to be part of a process other than submitting a public form.
