It's probably a simple fix, however, I seem to be unable to delete licenses from the Directory Server - trying to work with limited accounts at the moment and need to remove a few users prior to adding new ones. When I try to delete the existing users (I've done it now twice), it acts as though those licenses have now opened up almost immediately (updates the "available licenses" number). But if I then try to add new accounts, it tells me no licenses are available, and furthermore, when I try to exit and re-open the Directory Server, it shows that the accounts I just deleted are back in place and I'm out of licenses again... am I missing a step here?

Are you using Active Directory Group synchronization at all? That can result in license changes made manually being overwritten.
If so, any users that should be exempt from AD Group Sync must be marked as such:
Note that any users added manually (rather than through the sync) will automatically have that exemption enabled.
