Which link were you following to get that message? If you click on the "Download" button at the Import Agent 10 download page, do you have the same error? If I manually type in the bad request URL from your screenshot, I get your error, but that isn't the right URI for downloading.

In checking the account, it seems this occurs because your organization did not purchase Import Agent. In this case the Download button should not even appear. I will follow up with the Support Site team.

In looking further, it seems for your company, none of the user accounts have any Support Site roles granted; you may want to speak to your VAR about that, as at present none of your accounts will be able to download even products which have indeed been purchased.
