In RIO why is it that you can create a Laserfiche User, then assign multiple Domain Accounts to it? Is it truly against the license agreement?

Yes, it is. Please see your license agreement:
"If a License File indicates that the Software includes "named user connections," the Licensee may allocate the named user connections to specific individuals or devices in its discretion. When a named user connection is allocated to a specific individual person's Laserfiche or external directory account, that individual may not share the use of that named user connection by sharing the use of the account with others. When a named user connection is allocated to a device, the connection may only be used from that device, and various individuals may share the use of that device so long as only one individual is accessing the Server Software from that device at a time."
The Admin Console allows multiple domain accounts to be linked to a repository user as a legacy feature for installations using the older licensing scheme.
I'm a bit confused by the wording here.
When a named user connection is allocated to a specific individual person's Laserfiche or external directory account, that individual may not share the use of that named user connection by sharing the use of the account with others.
So if you were to name a Laserfiche User Account "Shared" for example...that would not be tying it to a specific individual, right? I'm not trying to get around the license agreement but the wording in the terms doesn't seem quite right.
It just seems like Laserfiche is trying to squeeze out more money from their legacy customers by making them purchase more licenses.

The Named Full User license is assigned to an individual and not intended to be shared among multiple people. This ensures that each user has a dedicated license to participate in workflows. We can set up a more detailed conversation with your reseller and look at what you are trying to accomplish. There may be another licensing option that is a better fit than Named Full User license.

for e.g. if you have a AD account called warehouse there shouldn't be 5 people that use this in Laserfiche each user should have there own Laserfiche user
