The screenshot shows InstallPath under a 9.2 key. It needs to be under 9.0 like shown in the registry info in my post above. Please add the 9.0 key and copy the install path to it. Leave the 9.2 one in place.

What happens when you try to open it?
I don't run into any issues when I open the workflow from the Designer.
However, I am unable to select "Open Workflow" from the WF Admin Console.
Are you sure that worked before? That's from a list of workflow definitions (WFX) with no starting rules. You should be able to select "View version history" and download a copy of the WFX file but not of the WFI file.
If you go to the Rule Manager in the Designer, does it open there?

I am working on this along with Mason. I have reached out to the user and confirmed that they are able to open it from the Rule Manager in the Workflow Designer.

We are able to open it fine within WF Designer.
Unfortunately, it does not work that way in 9.2.1 or 10. I filed SCR 144448 for the issue. For now, you can download the Workflow versions first then open it or use the Designer to open it.
Sorry about that, we missed a version update for v10. If you make the following registry key, then restart the WF Admin Console, the menu will get enabled.

Yes, it's there part of version 9 and gets updated to 10 as part of the upgrade installation.
Please see the screen shot from the user that is having this issue. The string value was already there.
Oh, sorry, didn't see Ray mentioned it happened to 9.2.1 too, Yes, you can add it to 9.2 as well.
What about the user's screen shot? It is already pointing to install path, but still unable to "Open Workflow" from the WF Admin Console.

That resolved the issue.
This has been fixed in Workflow 10.2.
