Allow for multiple user commenting - Use an Inclusive Gateway?

Forgive me as I may might not have the best understanding of how an inclusive gateway works, but here is the scenario.

 

We have a client that wants to have a form make its way through a process and at anytime the Submitter and the currently assigned user can make a comment on the open form. Now this comment can happen at anytime during the process, it isn't User A comments then User B comments and it goes back to User A to either comment or approve.

 

I was wondering if there is a way to have both the Submitter and the Assigned Party / User the ability to comment on a form and have it cycle back through the process until the Assigned Party / User approves the form (basically the Submitter and the Assigned Party are having a discussion on the form until the Assigned Party approves it).

 

Attached is what I thought would work. Have an Inclusive gateway that assigns the form to both Submitter and a Team. Then if either one of them Comments it will cycle back to the gateway. This will happen until someone on the Team, not the Submitter, hits the approve button. At this point it will move further down the process.

 

1) I am not sure if this is possible / the right route to take here.

2) With my current setup, the Form is ended whenever anyone comments so the cycle back to the Inclusive Gateway is not happening even though I have the decision in place.

 

Any help would be appreciated!

Found a new way of achieving the goal. Much easier after diving into what the client wants. Thanks for the follow up!
