partial system manager duties

We have a large customer that requires a person other than the LF Administrator to manage the RIO Named Users.
This can presently be accomplished by making them a System Manager, but that also gives them other powerful Admin rights on the repository which is against the company policy.
Is there any way a person can manage the Named Users without being a System Manager?

For Rio, the named users are managed in the Directory Service (or License Manager). They don't need to be managed at the server level.

Even for the case where you're not using domain accounts, as of Laserfiche 10, you can have global Laserfiche users in the Directory Service. Security is available to restrict their access to the various parts of the Directory Service.

This customer has LF named users with Windows Trustees per repository and they need to manage them from repository level and not at the LM or LFDS level.

115 RIO named users consisting of 3 different Repositories in Production Environment that are managed by 3 different Business Units.

Is it possible for each Business Unit to connect to the LM 8.3 from their client workstations?
