Query updating Form?

Forms has a drop down list to choose a Job, a code value is assigned to each job.  When submitted, workflow uses the field with the code to run a Query on an Excel sheet to grab information.

They checked their job list today in the forms and now the entire Excel list has populated the drop down.  Is there any reason that the workflow query could push all the data into the form field without being connected to?

She was looking at the incorrect form.  It seemed like something that couldn't happen but I wanted to see if anyone has ran into something like it.

The field isn't set to be updated by anything.  All manually changed.

How do you know Workflow added that data?
