It is possible to build multi-value tokens inside of a WF not based on a DB query. Create the token as a multi-value by itself and outside of any loops in your workflow. When you want to assign data to the token in your WF, choose the Assign Token function, and then choose Modify token as opposed to Create token. Inside the Modify token, Select the Append option and this will build a multi-valued token if used inside a loop, or if Modified in multiple places throughout your wf. Fyi, if you pass this multi-value back to a form in LF forms 10, using set business form, it can populate a multi rowed table.
