I have a user logging in to Forms (Ver 9.2) and he has no "action" toolbar to create or modify a form. What am I missing?

Do you mean you can't see the "New process" button on Manage page? You need to grant the user with "Process Creator" role to be able to create new process:https://www.laserfiche.com/support/webhelp/laserficheforms/9.2/en-us/forms/#Security.htm
