How do you turn on the "Confirm Action" pop up? I have it on my system and need to turn it on for someone else.

We like the Confirm Action box to help avoid moving items to the wrong folder.  This is a manual item, nothing with a workflow.

From Tools->Options, enable "Move / copy / shortcut":
