Is there is a way to have different user rights setting for same user using Web Access and Laserfiche Client?

The user is the same, no matter which application they are using to access their repository, and that includes their security and user settings. Is there a specific scenario you're trying to accomplish?

One of our customers have configured a cloud environment.  They want "export" rights for internal users using LF client.  When the users are outside the network, they want to use web access and prevent them from printing or exporting docs.

No, it's not possible to have the same user accounts have separate rights like that. What does it matter where the user is accessing from if it's the same user? If you're concerned about random copies of the documents being out in the world, you could look into watermarking them. Also note that in order to view or work with many electronic document formats (say, word documents or pdfs), you are essentially exporting them anyway at which point it's out of the products hands.
