Is there a way to track changes in a starting rule and who made them?

You can query the "rules_history" table to see when a starting rule changed, and who changed it.  It doesn't tell you exactly what the change was, however.

Workflow doesn't track the actual changes. You can see who changed it and when in the Workflow Admin Console under Starting Rules\Audit History.
