Using a template field as a "multiple" to send out more than one email

Changed a field to "multiple" to be able to send out more than one notification email.  But is only sending out the first one listed.  I've updated the Email activity in the Workflow, so it shows the -all at the end of the RFV field in the email configuration.  Is there something else that needs to be done to make it use each of the multiple emails in that field??

Did you apply an index?  I have gotten multiple email addresses to work by applying the index of All Values separated by a semi-colon.
