Workflow Subscriber occasionally has to be restarted

One of our clients has an issue where Workflow Subscriber stops listening (or acting on) events. The service remains in the running state - it just doesn't do anything. If we restart the service, all the events that have been "backed up" trigger and things start working again. No errors are reported in the event viewer.

Has anyone seen this issue before? It only happens intermittently, but when it does, everything grinds to a halt so it's quite disruptive.

Was there any cause of this issue, as have seen similar issue for Laserfiche 10.3, This looks intermittent issue.

I have workflow services set to automatic delayed start and also have service timeout limit (as per  https://support.laserfiche.com/kb/1012147/the-workflow-services-may-not-successfully-start-after-restarting-the-computer) updated to nearly 2 mins. Sometimes this issue observed after server restart (patch upgrade etc.) causing workflow not running on document creation or update event.
