Using Forms and Workflow for Benefits Open Enrollment

Just curious if anybody out there uses forms for online open enrollment for employees and if so, would the best way to do this be forms and workflow?  We don't have forms, but wondering if it might be a pitch to make the open enrollment process easier for all.  Thanks
