Network Load Balancing

I'm looking to install a server cluster for a customer which will have Forms Portal on a server within the DMZ, it states under the install that I will "need to install Network Load Balancing, create a new Network Load Balancing Cluster, and add each machine to the cluster." And since I'm not familiar with NLB, does this feature need to be installed on both servers, and if not which is the server it is required on, the main server or the one within the DMZ? Upon searching answers I saw a question from Bryce Jessie within a post and was looking for a reply to that as well:

In the documentation for multiple forms servers it says to set up the Load Balancing Cluster.  Is that necessary if we are not going to want to do Load Balancing? (Just using a Intranet server and a DMZ Internet server for forms for internal and external access)

If you just want to setup on Forms server in DMZ and one server in internal, you don't need to create Network Load Balancing cluster. Network Load Balancing cluster is for improving performance or make Forms server high availability when one Forms server is down. For example, you can set up two Forms server internal and create a network load balancing cluster for them so that it can handle more concurrent users at the same time and when the machine for one server is down, end users can still access Forms site.
