General users allowed to reassign tasks to entire userbase?

I was just testing a form in Forms 10 with a client and we noticed an issue:

When the entire team is assigned the task w/o distribution options, the user can claim and release a task. The "Test User" was assigned to the team as a "Team Member". This user seemed to be allowed to Reassign the task, and when you clicked in the Users input a drop-down of valid team members appeared.

The issue we noticed is that the Test User could also type into the field and subsequently select users that weren't part of the assigned team, or that even had access rights to the form. Once this was done, not even the Forms Process Admin could reassign the task.

Is this intentional functionality, or did we miss a setting somewhere to restrict reassignment to the assigned team?

Hi Eric,

1. In user task there's an option "Allow the task to be reassigned", when this user task is assigned to a team, if "allow reassign" is checked, then team admin/team manager and task owner (user who claimed this task) can reassign this task to any other team, or any other user regardless it's a team member or not; if it's not checked, then only team admin/team manager can reassign this task to only team members within this team

2. If your user task is not a team task (it's not assigned to a team) but "allow reassign" is checked, then task owner can reassign it to any other team/user(s).

3. If your user task is not a team task and doesn't have "allow reassign" checked, then no one can reassign this task except process administrator (who can always reassign a user task)

4. Process admin is a process level administration right which means user with that right can modify process level settings and configurations. Process admin right doesn't automatically authorize you any rights in a specific team.

It would be helpful if you can provide us your detailed business use case so we can figure out a configuration that works best for you.

Is this still the intended behavior in the current version? I am not seeing this behavior currently in Forms 11 Update 5. I find that a team task that is currently claimed cannot be reassigned by a Team Member even though the "allow task to be reassigned" checkbox is checked.

I'd like to see Reassign as an attribute of some sort like a security tag where we could block\allow reassign on a per form and per user level. Block\allow globally is difficult when the task is outside the Team environment.
