submitter vs. process admin

If user needs to perform the user task in form process, does he/she needs to be in submitter role or process admin role? Also do we need to grant the read and write license to users who will perform the user tasks?

The user does not need to be submitter or process admin. He/she can perform the task as long as the task is assigned to him/her.

The user does not need to have read write license.

Regarding licenses, the user assigned to the task will need to be either a Laserfiche full named user or a Forms participant user.
