Anyway, issues like this are difficult to troubleshoot. One thing I'd recommend based on experience: never trust what users are saying unless you have seen the issue firsthand. So I would start by trying to reproduce it, i.e. save 20-25 forms, to see if there are situations where you don't get the email. If it happens to you too, try again but with a different email address, such as one on Gmail.
It's going to take a while to figure it out, but I agree with you: I really doubt the problem is Forms.
What exactly do you mean by "the email link doesn't always work"? What behavior do you see?
If you want to disable it, you can do that from the Process Modeler. Double-click the start event and you'll see the option there.
I haven't seen anything. But the client has mentioned multiple times that users will save a form and usually get the link. But 10% of the time the users save the form and never receive an email with the link.
And that wastes about 2 hours of their time. So we will need to remove it until we can identify if their email relay is not bouncing it or if it's Forms itself (doubtful).
