A client isn't so much curious about Google, but rather 3rd party internal search utilities that they can set to crawl a website and all of its contents. Any idea if Web Access 10 and Weblink 9 can be crawled and indexed in this manner by these utilities?

WebLink is designed to be crawlable as long as you have it set up to not require authentication. Many WebLink sites have been indexed by Google and other search engines.
Web Access loads most of its content by invoking web services. It's potentially crawlable in theory, but I would be surprised if you could find a tool that could successfully navigate the repository. The crawler would also have to be able to provide authentication, another factor which is possible in theory but unlikely in practice.
