Several workflows have on changed and on created conditions.  if the metadata is present, it files them.

Files sometimes sit and wait, even when they have all correct info, its like they somehow missed the trigger. If you don't touch any details in the metadata, just add a character to the end of the filename, it picks up and files correctly. So, the file must be in the right spot and have all the metadata, but got missed the first time around. The user can 'bump' the files and they will pick up, but this is double handling.

Is there a way to get workflows to re-check without the user 'bumping' the file?
